The idea
The idea stems from a concrete example of how it would work, but it could be adjusted to fit the needs of the generator and the program as a whole. What would it be encompassing?
There's something like this present in the modern world with the provinces encompassing the whole country and usually having sizeable cities as its "capitals", however they very often contain smaller "provinces" within them which in AFMG could be represented through cells. In my proposal these provinces instead could be more akin to dominions in the commonwealth where they were managed by a governor/viceroy and could even be considered their own separate political entity however restricted to the domestic policies. The provinces that are currently present, then would act as subprovinces in these regions that would overall be bigger, more important and perhaps historically have been their own separate countries before being annexed.
This could also help create a hierarchical structure of provinces where i.e a canton would contain its own regions based on burgs/population or whatever else. This would obviously be possible to modify by the user as not everyone wants to be locked into certain predetermined hierarchies.
Why
I just felt it would be a neat update to the current system even if not necessary.
