Would a custom rules-based biomes system like the new "Relief Rules" be possible?

The idea

Forgive me, as I am next to clueless and if this is redundant.

It seems like the new system could support custom biome rules by allowing users to define each biome's environmental range [name, color, minHeight, maxHeight, minTemp, maxTemp, minPrecip, maxPrecip]. With these as choices, like in the Relief Rules, the system could then assign the first matching biome to each cell.

Why

This would allow users to create a wide variety of custom biomes and have them regenerate when changes are made to units or precipitation or temperature.
