Replace `rst2ansi`

The rst2ansi project does not seem to be maintained.
It conflicts with recent versions of docutils.

I'm going to take a stab at removing the rst2ansi dependency, posting here in case anyone else is already working on this.

Oh, and I did email the maintainer of rst2ansi a few days ago but didn't get a response, so I'm assuming they're just not interesting in maintaining the project. I'm open to forking the project but really I'd rather just remove the dependency (b/c if I fork it I have to maintain it)

whoops forgot about this, but I'm fr going to because my gentoo package was just removed due to this obsolete dependency lol.
