FQ: Update .undo to support replies as messages to delete

.undo is a great command, but is held back by the temporary message cache.

It would be great to reply to a valid command (sent by yourself/others if you're an admin) and have them be undone.

Updated the FQ specifications to be more feasible and easier to integrate into regular command usage.
