request for pglite support

Hi dbmate maintainers team!

I personally have found pglite to be excellent for local postgres based development, this is essentially an embedded version of postgres - currently, pglite requires to be hosted via pglite socket to be used as a pretend postgres server to be used with dbmate, this comes with 2 issues

1. PGLite cannot be used by default without a "pretend hosting server", like sqlite.
2. It's default PGLiteSocketServer does not work out of the box with dbmate, for some reason (and I am not sure if this is a pglite implementation fault, or an issue with dbmate), after any migration is completed, or a status check is completed, dbmate never "completes the operation", dbmate returns a value of "Applied ...", but the transaction never properly completes, a workaround I found for this is PGLiteSocketHandler, but this was more complex in nature to implement.

Support for this would improve my personal development workflow, as it enables me not to use docker or to have an hosted version of a database to connect to, for the purposes of local development, I personally find this format of development to be quite intuitive.

If support for this could be added, that would be awesome :)!
