I noticed issue #7298 the code/fix agent sandbox blocks git fetches at runtime so pre-commit hooks can't install and golangci-lint isn't on PATH.

Why this change?

This fix pre-provisions the hook environments during the image build and adds golangci-lint to the sandbox.
