Moves the seidb stage of sidecar/Dockerfile from golang:1.27.1 to golang:1.27.3, which picks up the Go 1.27.2 security and compiler fixes and the 1.27.3 crypto/x509 security fix. The stage still builds sei-chain at the same SEIDB_REF. That ref's go.mod says go 1.27.1, and seidb builds from it with Go 1.27.3. The other stages already use the floating golang:1.27 tag. This matches the sei-chain bump in sei-protocol/sei-chain#4576.
