WSGI application layout for humans

fedora-packages layout is hard to trace.

• rename .wsgi file to fedora-packages.wsgi and place it on top
• create static/ directory and add README.md
  • URL to directory mapping with links to web server configs
  • describe current workflow downloading - images/ are downloaded during build and refreshed by web app hook, so images/ directory should be writable by web app
