feat(lab-07): add CI/CD pipeline for hello-api - #8

- GitHub Actions workflow: gofmt + vet + race tests, integration test against the Compose stack, multi-arch image (amd64/arm64) pushed to GHCR as sha- on main, and an SSH deploy job gated behind DEPLOY_ENABLED with a pinned host key
- hello-api: extract newMux for testability, add unit tests, make test
- Dockerfile: cross-compile with $BUILDPLATFORM instead of emulation
- scripts/smoke-test.sh: health, readiness, version, and a real write
- stacks/hello-api: compose.deploy.yaml and deploy.sh (up --wait)
- Lab 07 guide and knowledge base; READMEs and roadmap updated
