chore: migrate tutorials to Miden SDK v0.17

Updates the Rust and Web/React tutorials to Miden SDK v0.17, including their MASM code, documentation, bridge app dependencies, and Miden Bank. Testnet remains the default, with devnet available for explicit testing.

Adapts protocol fee configuration and faucet funding, RNG and asset APIs, NFT MINT requests, and P2ID note storage. Browser examples use the selected network's remote prover to stay within transaction expiry. Miden Bank uses toolchain 0.17.0 and contract SDK 0.15.0; its contracts require miden build --release. Upgrading requires fresh client databases and rebuilt contract packages.

Validation on October 8, 2026:

• All 12 Rust tutorials, including Pragma, and all 8 browser tutorials passed on testnet across the suite and targeted reruns. The NFT flow passed after fixing MINT request routing; one browser case passed on rerun after a transient RPC timeout.
• 18 Rust doctests, 6 Rust regression tests, 6 bank integration tests, and 55 bridge tests passed.
• Documentation, web-client, and bridge production builds passed, along with TypeScript and Markdown formatting checks.

Still pending:

• Epoch: verify a full bridge round trip with compatible allocator and faucet deployments.
• Web lint: the standalone yarn lint command needs an ESLint configuration.
