feat: Illumination angle requirement for SatelliteLocation

Describe your use case
For optical observation of a satellite with the SatelliteLocation module, it would be beneficial to add optional requirements for illumination angles in the SatelliteLocation module. Some research is needed to see what illumination requirements are common:

• Incidence angle of sun to normal?
• Angle between reflected ray and satellite?
• Glare?

Other Considerations
Should eclipse be handled here or should a separate eclipse model be added to evaluate eclipse status of the observation target.

Shadows are probably too complex to consider here, for now.

Most of this appears to have been answered in-module since the issue was filed — by you, in 0ce65b9 ("Add theta_solar threshold for illumination access", 2025-06-06). Checked against develop @ 75d6a60, in src/simulation/environment/spacecraftLocation/:

• Incidence angle of sun to normal — done. theta_solar (spacecraftLocation.h:58) gates access on sunIncidenceAngle > theta_solar (spacecraftLocation.cpp:283-289), with aHat_B as the surface normal and a Reset() check that aHat_B is set whenever theta_solar is (:87-90).
• Eclipse here or separate? — answered in favour of here, optionally: eclipseInMsg + min_illumination_factor (:290-296), left unlinked by default.
• Angle between reflected ray and satellite — partially. scViewAngle is computed and published on the access message (:276, :282), but nothing thresholds it, so it is an output rather than an access requirement.
• Glare — not present.

So the remaining scope is narrower than the original body: a threshold on scViewAngle (or a proper phase angle) and glare. Happy to add the scViewAngle gate alongside the existing theta_solar one if that is wanted — it would follow the same optional-if-negative pattern. Otherwise this may be worth closing or retitling to just the glare/phase-angle piece.
