Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [@azure/core-rest-pipeline](https://github.com/Azure/azure-sdk-for-js/tree/HEAD/sdk/core/core-rest-pipeline). These dependencies need to be updated together.
