Summary of changes

This goes through the NON-IDM tests already listed in CODEOWNERs and removes teams to ensure that there is a single "owner" team. tracing-dotnet is migrating to a "reviewer" team.

Reason for change

For tests we want a single owning team that gets reported for proper green CI reporting.

Implementation details

I deleted team from each line

It isn't much, I'd recommend going through line by line here and gut checking my changes some I just did on "vibes"
