Change Description
cherry-picks the CCSDS sequence-flags support (NASA PR nasa#5445) onto monarch — replaces the hardcoded 0x3 unsegmented flags with context.get_sequenceFlags().
Rationale
Aquila components need to use seq flags to support segmented packets (continuation / first / last / unsegmented).
Testing/Review Recommendations
Aquila emulator is able to simulate a large file transfer with seq flags specified, and FSW side should be able to interpret the incoming segmented packets using these flags.
