[bug]: endpoint 16.0.89: module mirror will not serve 16.0.98.1 to an entitled deployment #1319

Issue Description

Renewed the EPM update entitlement on 8/17 and activated it. module_exp_status for epm now shows version_before_update_expiry 16.0.98.1, release date 2026-05-07, update_expiry 2027-08-17, current_status renewed, gui_block 0.

The mirror won't hand over anything newer than 16.0.89 though. listonline calls endpoint up to date and then in the same run tells me to upgrade it for three GHSAs (see log field). Asking for 16.0.98.1 by tag gets "it does not exist".

For comparison, sysadmin's version_before_update_expiry is 16.0.50.7, and 16.0.50.7 is exactly what I have installed. So I'm reading that field as the newest version I'm entitled to pull, and for epm it says 16.0.98.1.

I've run refreshsignatures, cleared the module cache, and confirmed all four repos are enabled. The last two weekly upgradeall runs left endpoint where it was, but framework went 16.0.48 to 16.0.49 in the same window, so updates in general are working here. Tried again two weeks after the first attempt and got the same errors.

Looks like the licence server is granting a version the mirror doesn't have.

FreePBX 16.0.49 / Asterisk 18.20.2, Sangoma Linux 7.8, deploy_type OSS. endpoint installed at 16.0.89.
