Release workflow

Create a simple release workflow with main as prod, and feature branches merged into staging or dev. Then a release triggers a PR from dev to main and runs CI/CD actions etc.

Please confirm the intended branch model and deployment targets: which branch is the integration branch, what event opens the release PR to main, and which checks or deployments must pass before production.
