Adds a GitLab CI pipeline to build the HTML specifications.
Switches the GitHub actions workflow to build the specifications into a
_sitedirectory rather than../_site. This aligns the GitHub actions workflow with the GitLab CI pipeline. The GitLab CI pipeline builds into_sitebecause GitLab artifacts cannot be located outside of the CI project directory and therefore cannot be in../_site.
