Introduces scripts/privacy_preflight.py to detect emails, phones, ID numbers, private keys, tokens and API keys before any push. Wires sync_git.py and the harness CLI to run the preflight first and abort on findings. Adds the privacy-scan skill, updates the skill index, git-sync-push skill, Agent.md and README.md to codify the no-private-info-upload rule.
