A number of feeds for Virginia-based transit agencies pointed to a license URL of
virginia-gtfs.com. That URL is no longer owned by a Virginia agency, was inactive for a good duration of time, and as of right now is parked with "generated content".This PR replaces
licensein active feeds to point to the DRPT GTFS Clearinghouse or - in the case of OmniRide - the agency's actual license page. Two affected feeds (mdb-1324andmdb-1328) are no longer active and have already been redirected, so those haven't been touched.This PR also updates theprovidername for the OmniRide feed to just read OmniRide, matching local parlance.
