Replace Package Versions with Release version

usage

dotnet pack <proj> -p:Version=3.9.6

or if you want to use wildcards

dotnet pack <proj> -p:Version=3.9.6 -p:MonoGameVersion="3.9.*"

if you want to pass a wildcard for the MonoGameVersion it has to be in quotes.
Do NOT use a wildcard for Version as it will break the dotnet tools.
