GitHub Actions does not follow repository redirects after an ownership/name transfer. Point the existing pinned reusable workflows at NDDev-Technocracy-Archive/ci-workflows-20261014, the same repository under its new coordinates.

The private security wrapper, where used, selects a namespace-only compatibility revision of its original pinned tree. All other action/workflow SHAs, runner labels, secrets, permissions, application code and submodule pins are unchanged. No release is published by this change.

Validation: changed workflow files retain their existing actionlint diagnostics; the transferred workflow library passed its full validator, actionlint and authenticated pinned zizmor. Runtime checks for this repository are reported by the PR and remain distinct from local static evidence.

Update only reusable workflow repository coordinates. Historical private
wrapper implementations retain their corresponding namespace compatibility
revision; application code, runner labels, permissions and other pins stay
unchanged.

Superseded by merged #259, which preserves the same CI pins and regenerates the native caller from its canonical input.
