fix(release): bump pinned builder literals to go1.27.2 - #280

The release validation register still expected go1.27.1 and rejected the go1.27.2 builder, failing the v0.9.34/v0.9.35 publish runs minutes after PR #272 merged. Align the remaining literals: validate_* GOTOOLCHAIN defaults, MINIMUM_SECURE_GO_VERSION (GO-2026-6617 fix floor) and the bootstrap GO_VERSION pin.
