Integrate the qualified retained-runtime source through dev. One Rust replica owner serves GUI/CLI; exact authenticated follower state, durable capacity refusal and bounded shutdown preserve the original operations.
Validation: owning checks and the coherent real native GUI/CLI qualification. The integrated source tree must match the reviewed source and all applicable source/dev/main checks must pass. No deployment or release publication.
