A GDS credential choice currently expires when the server acknowledges the same encrypted original: its revision/pending metadata changes although the selected operation does not. Centralize the bounded acknowledgement/successor lineage check in Core and retain refusal for replacement operations, other records and rollback.
Define the owner-wide encrypted GitHub source choice in the existing repository-state envelope, separately from device-local module consent and catalog observations. This is consumed by the coordinated Vault/client update; it grants no provider or filesystem access.
Validation: full
just checkpassed (formatting, actual domain/application tests, Clippy, audit and license/source policy). Tests cover selected-original acknowledgement, predecessor acknowledgement for a queued successor, replacement/rollback/entity isolation, owner-wide configuration identity and invalid serialized references. No wire entity kind, cryptography, package release or live data changed.
