Adds the small bounded catalog collector port used by the existing elected replica task; no new scheduler.
Validation: signed source and exact work-head CI; repository lint/tests/security gates and immutable dependency coherence. Integrated acceptance passed with actual CLI owner/follower takeover and cancellation, Linux GTK, Android API36 emulator, and production HTTPS/WASM browser offline reload and automatic reconnect convergence. The actual GitHub request used a synthetic invalid credential and proved rejection/redaction/trace correlation; controlled transport fixtures cover 200/304 and quota behavior. Positive GitHub credential access remains unverified.
