chore(standards): promote Phase 1 estate hygiene to main - #88

The manifest adopts std-0001 3.0.0 as an nds component providing the code-first domain and application contracts, with each crate carrying its own boundary README and working contract. check.yml moves to the std-0004 v0.3.1 composite and gains manual reproduction; main-ci.yml owns the same complete contract on main pushes. The standards lock relocks to v0.0.1-alpha.10 and the repository gains the adopted hygiene files.
