What
Group one algorithm, its clients, runtime models, decision targets, and auxiliary targets into a private
ExecutionLane.Why
Privacy routing needs two complete execution environments behind one route. This keeps that state together before adding lane selection.
There is no behavior change in this PR.
How tested
Validated on the complete stack with:
cargo fmt --all --checkcargo clippy --workspace --all-targets -- -D warningscargo test --workspaceNo live provider calls.
