Draft stack 2/10.

What

Build a route's algorithm, clients, runtime models, decision targets, and auxiliary targets from one resolved target map.

Why

The restricted lane must be built from a different target map without duplicating route assembly.

This preserves the existing single-lane behavior.

How tested

Existing runner configuration coverage exercises the refactored construction path. The complete stack passed workspace formatting, Clippy with warnings denied, and workspace tests. No live provider calls.

Notes for reviewers

Start with DeploymentConfig::build_lane in crates/switchyard-runner/src/config.rs.

No public API or configuration changes. ExecutionLane remains crate-private.

Closing this draft stack for now. I’m sharing the cumulative branch and design/evaluation artifacts for architecture feedback before reopening a smaller stack.
