What
Add standard and restricted execution lanes to a route. An embedded host can mark a request as restricted, and the whole request runs through the restricted targets.
The selected lane covers routing calls, answer candidates, fallbacks, and auxiliary calls.
Why
A trusted host may already know that a request cannot leave a restricted model set. Switchyard needs to preserve that boundary while keeping the configured routing algorithm.
How tested
Tests cover route opt-in, mixed Responses state, restricted judges, answer fallbacks, and auxiliary targets. The complete stack passed workspace formatting, Clippy with warnings denied, and workspace tests. No live provider calls.

privacy.restricted_targets,privacy.accept_external_signal, and one additive Rust helper:Existing Rust signatures, Python APIs, HTTP APIs, and the Relay ABI are unchanged.
