1383-1383: 🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick winExercise an upper-bound dictionary range in the end-to-end test.
OpenReader.pageIndex(tmp)uses a cuDF-written fixture withdictionary_page_offset, sodictionaryPagesByteRangesIncludeUnbounded()returns onlyEXACTranges. The pruning test therefore does not cover discovery of an upper bound when the offset index anddictionary_page_offsetare absent.Add a fixture with that metadata state. Check both a present dictionary page and an absent page. The absent-page case must measure zero and must not prune the row group.

Could the test also run filter_row_groups_with_dictionary_pages with drop_stats=true and check that the row group zero survives, since the fall back to the encoding list now changes what dictionary_pages_byte_ranges() returns?

I'll default to true because that's the most likely/common case. Done

This adds dictionary-page row-group pruning for Parquet files written without encoding_stats or without a dictionary_page_offset.
No encoding stats: in dictionary_pages_byte_ranges(), the chunk's encodings list now stands in for encoding_stats when deciding whether every page is dictionary encoded.
No dictionary page offset: the new dictionary_pages_byte_ranges_include_unbounded() also returns a range for a chunk that has neither a dictionary_page_offset nor an offset index. For such a chunk it returns a dictionary_byte_range with is_exact = false, covering the whole chunk from data_page_offset. That is where the dictionary page must start if the chunk has one. The caller reads the range, or a prefix of it. Then it calls the new dictionary_page_length() to check whether a whole dictionary page is there and how long it is, and trims the buffer to that length. If no whole page is there, it passes an empty span instead. filter_row_groups_with_dictionary_pages() now fails if a non-empty span does not hold a dictionary page.
Such chunks come from parquet-mr before 1.12.0, which never wrote dictionary_page_offset (PARQUET-1850). Since this only serves files from those writers, cuDF exposes these ranges only through dictionary_pages_byte_ranges_include_unbounded(). dictionary_pages_byte_ranges() is unchanged. Reading and trimming upper-bound ranges is left to callers such as spark-rapids-jni.
