docs(event-ledger): add user and operator guides - #2932
Add comprehensive Event Ledger user and self-managed operator documentation. The guides explain event sources, exact context matching, overwrite semantics, CLI and API reads, producer APIs, authentication, deployment, collector configuration, verification, and troubleshooting.
Additional Details (optional for docs, build, test, refactor, ci, chore, style, and revert PRs)
Document SIS, NVCA, and gRPC proxy event producers without describing Event Ledger as an immutable history.
Document v3 read and write formats, response examples, scopes, status codes, context validation, filtered stats, and the dedicated Event Ledger key.
Add a self-managed runbook for the control-plane service and NVCA collector, including colocated and split clusters, projected-token authentication through SIS, metrics, image handling, validation, troubleshooting, and disable order.
Update API, CLI, function, task, compute-plane, gateway, chart, service README, and Fern navigation references.
Remove internal design-document references from public chart comments.
Build on the CLI support from #2508 and complement the post-deployment BDD coverage in #2928.
No OpenBao version changes or third-party dependency changes are included.
For the Reviewer
Please review the storage overwrite semantics, producer authentication details, and NVCA collector setup closely. The guide intentionally does not include the unsupported top-level eventLedger environment override table from the comparison branch.
For QA (optional for docs, build, test, refactor, ci, chore, style, and revert PRs)
This PR adds Event Ledger overview and self-managed operations documentation. It updates API and CLI guidance, routing and navigation references, collector image prerequisites, and Helm comments. It also documents Event Ledger storage semantics, credentials, and endpoints.

- Line 170: Update the split-cluster URL guidance for eventLedgerServiceURL to
clarify that the HTTPS URL requires TLS termination and attaching the Event

the documented URL’s role in the split-cluster configuration.

with the `make apply` target and set `HELMFILE_SELECTOR=name=nvca-operator`.
Include the cluster and kubeconfig arguments used by the compute-plane

This page uses the same slug (event-ledger) as the overview page (line 82). Could you confirm their parent paths differ? If they don't, the Fern build may fail or one page may shadow the other. A distinct slug for one of them (e.g. event-ledger-operations) would avoid that.

The two pages are under different tabs, so the URLs are /overview/event-ledger and /self-managed/event-ledger. Other leaf slugs already repeat across tabs (for example container-cache and kai-scheduler), and fern check passes, so I am keeping the slug.

The split-cluster example uses http://events.<domain>, but the PSAT bearer token is sent on every export, so it would travel unencrypted. Could we recommend HTTPS here, or note the trust assumption if plain HTTP is intentional?

Added a note that the projected service account token is sent on every export, so plain HTTP exposes it. It describes terminating TLS at the Gateway and using an https:// URL when the network is not trusted. The example stays HTTP because the quickstart Gateway has no HTTPS listener. Fixed in 2287bf3 (acronym defined in 5c02f7c).

This grep matches if either ICMS_FNDS_MESSAGES_ENABLED or ICMS_FNDS_MESSAGES_V3_ENABLED is "true", so a cluster with only the legacy flag set would still look like v3 publishing is enabled. Could we check ICMS_FNDS_MESSAGES_V3_ENABLED specifically (and ideally print its value so a missing flag is visible)?
The reason will be displayed to describe this comment to others. Learn more.
The check now looks only at ICMS_FNDS_MESSAGES_V3_ENABLED and prints its value, with a note that it must be "true". The v1 and v2 endpoints are disabled in self-managed deployments, so the legacy flag is no longer checked. Fixed in 7110e54.
Check ICMS_FNDS_MESSAGES_V3_ENABLED explicitly and print the value so a
missing flag is visible. Note that the collector sends the projected
service account token on every export and describe terminating TLS at the
Gateway when the network is not trusted.

The CLI does not restrict namespaces to function versions. Correct the task-event sentence.
The stats and stages commands check only that the namespace is a UUID. They send the value as the Event Ledger namespace, so a task ID that is a valid UUID is accepted. The sentence that says these commands accept only function version UUIDs, and the reason it gives for excluding task namespaces, are inaccurate. Describe the actual input rule instead.
Suggested fix
-The current `stats` and `stages` CLI commands accept only a function-version UUID, so they do not query task namespaces.+The `stats` and `stages` CLI commands accept any UUID and send it as the+Event Ledger namespace. The commands do not check whether the UUID is a+function version ID or a task ID.
