This is Phase 1 of bring Package data model to the UI. Package overlays (ignored packages on a suggestion) now record which Package they belong to, alongside the attribute path they already store. The attribute path is still the source of truth, and nothing reads the new link yet. Everything that uses attribute paths today works as before.
