Server should base common Notification Rule for both email and browser notification #420

1. The post update in his/her home&office address
2. The post create by user
3. The user involve (add comment) for the post
4. The user mark concern for the post
5. For the post change to closed should not need to post

Each user should receive email for once
Each user's fcm should receive once
So, we may need to change the message record's scheme to enable this
