The new publish-only OneBranch job needs Azure DevOps validation because it inherits compiled CodeQL scanning without the override used by existing publishing jobs, and the external governed template is unavailable in this checkout.

Updates the official release pipeline to support publishing PSResourceGet to the PowerShell module CFS feed, with independent controls for each release destination.
Changes:
- Replaces
onlyPublishToCFSFeedwith three opt-in publishing flags, all defaulting tofalse. - Adds a PowerShell module CFS stage that downloads the signed package and pushes it to the early-access feed.
- Gates the existing MAR CFS and PSGallery stages on their respective flags.
