FEATURE: Let topic owners bump their own topics with a cooldown - #7

Previously, members kept their topics visible by posting "bump" replies every 24 hours, which cluttered threads and notified everyone watching. This change adds a "Bump" button for topic owners in categories that opt in (including their subcategories). It posts a compact "Bumped" notice that moves the topic to the top of Latest without notifying anyone. A cooldown, set by `topic_owner_bump_cooldown_minutes`, counts from the latest reply or bump, and the button counts down live until the next bump is allowed.
