Adding Agents.md for better understanding of repo with coding tools

When someone tries to setup nativelink with their coding tools, We can have a agents.md a having whole repo structure and updated as per the changelogs.

We can also add llm.txt for documentation website as well as part of this issue as similar things will be covered across both.

Would love to have some opinion on this?
