Bumps commitlint and @commitlint/config-conventional from 20 to 21. The breaking changes are the Node 22 minimum and a new output layout, and neither needs config changes here.
pnpm now warns about an unmet peer:
@conventional-changelog/git-clientwantsconventional-commits-parser@^7.1.3, but lerna pins 7.1.2. 7.1.3 only fixes reference parsing, and the commit-msg hook works fine with 7.1.2, so I didn't add an override.
