Problem: DSpace transfer can have license files incorrectly grouped as original files

Expected behaviour

When a DSpace transfer is processed, all files that are in the DSpace METS in fileGRP USE=LICENSE should also be in the License fileGRP in the Archivematica METS and be treated as License files in processing.

Current behaviour

We have seen cases where if there is more than one License file in the DSpace export, only one is treated as a License by Archivematica, and the other is treated as an original, landing in the fileGRP USE=original in the fileSec.

Steps to reproduce

1. Find a DSpace export which contains more than one License file (as indicated in the DSpace METS)
2. Process through Archivematica as a DSpace transfer.
3. Check the AIP METS file when complete- only 1 License file will be indicated in the fileSec, while the other has become an "original".

Your environment (version of Archivematica, operating system, other relevant details)

The example AIP where this was observed was made with Archivematica 1.13- we should re-test in a more recent Archivematica version.
