chore: remove invalid CODEOWNERS team and protect CODEOWNERS file - #1736

Drop the invalid @team-sdk/sdk team so @braintree/team-sdk-android owns all files, and add @mzlangreder and @jaxdesmarais as required reviewers for changes to .github/CODEOWNERS itself. Co-Authored-By: GLM 5.3 <noreply@z.ai>

Nothing blocking. Just checking my knowledge, these changes mean that everyone in that team will be a code owner and if we want to change that it needs review from you and Jax?
