image-builder: no rootless builds of bootc disk images (--in-vm doesn't cover the build pipeline) #105

Closed as not planned

Description

@cgwalters-bot

Found while building rhel-bootc-examples' composefs end-to-end test (Workstream PVTI_lAHOAQ_SPs4Bj2Gizg82lWI). Upstream: osbuild/image-builder (and osbuild).

There's no way to build a disk image from a bootc container without root:

  • bootc-image-builder's README ("Rootless") documents --in-vm, but bib (image-builder main, bootc-image-builder/Containerfile) rejects it: error: unknown flag: --in-vm.
  • image-builder build --in-vm (main Containerfile, rootless podman run --privileged) only moves the image pipeline into the VM (buildOpts.InVm = []string{"image"} in cmd/image-builder/main.go). The bootc build pipeline still runs on the host, and its org.osbuild.selinux stage fails rootless: setfiles: Could not set context for /run/osbuild/tree/usr/bin/pesto: Invalid argument (labels the host policy doesn't know).
  • Adding "build" to InVm fails in osbuild: AttributeError: 'HostTree' object has no attribute 'path' (pipeline.py build_stages).

Repro (rootless, KVM available):
podman run --rm --privileged --security-opt label=type:unconfined_t -v ./out:/output -v ~/.local/share/containers/storage:/var/lib/containers/storage ghcr.io/osbuild/image-builder-cli build --in-vm --bootc-ref quay.io/centos-bootc/centos-bootc:stream10 --bootc-default-fs ext4 --output-dir /output qcow2

Workaround used by the examples' test: run image-builder as root inside a bcvk ephemeral VM, passing the images as OCI archives. Not blocking.

Board scheduler: no plan. A triage run is asked whether this is done; it answers here. Delete this comment to ask again.

Not done. Verdict: needs-design. No merged PR since this issue was opened (2026-09-26) makes rootless bootc disk-image builds work. The fix belongs upstream in osbuild and image-builder, and the upstream maintainers have not yet chosen how to do it, so there is nothing concrete to plan yet.

    What I checked (merged PRs since 2026-09-26: 41 in osbuild/image-builder, 8 in osbuild/osbuild, plus osbuild/bootc-image-builder):

    • image-builder build --in-vm still moves only the image pipeline into the VM: buildOpts.InVm = []string{"image"}. Since 2026-09-26 the only change to main.go is an unrelated alias block (bfbf27c2).
    • No merged PR in osbuild touches the HostTree / build_stages failure that comes up when build is added to InVm.
    • The bib --in-vm mismatch (README documents it, the binary rejects it) is unchanged. bootc-image-builder #1232 only converted that repository to a container source.
    • The closest change is osbuild#2552, "rootless: Handle unknown selinux types". It was merged 2026-09-25, the day before this issue was opened, so it doesn't count as a fix. It also doesn't remove the need for root: when the selinux stage hits unknown types it gives a clear error, and you then run a new tool, osbuild-add-selinux-labels, as root, once per host, to add the missing types to the host policy.
    • The upstream issue is still open: image-builder#2425. In it, @alexlarsson explains that a non-root virtiofsd cannot set labels the host kernel's policy doesn't know. It needs mac_admin (normally osbuild_container_t) or permissive mode. Upstream's last stated position is "document this limitation" (supakeen, 2026-06-23).

Reproducibility: I did not re-run the repro. This sandbox has no KVM or rootless podman host. The code paths it describes still exist unchanged on main.

Open questions before this can be planned:

    1. What counts as "rootless"? A one-time root step per host (osbuild-add-selinux-labels) is now possible. If that's acceptable, what remains may be just the build-pipeline-in-VM work and the bib flag. If "no root ever" is required, upstream says the selinux part can't be fixed for a non-root virtiofsd.
    2. How should the bootc build pipeline run in the VM? osbuild-in-vm boots from a build root, and the bootc build pipeline is what produces that root (root: <host>), so there is a chicken-and-egg problem behind the HostTree error. Possible directions: boot the VM from the bootc container itself (the osbuild#2575 direction, still open), or a separate VM base image. This is an upstream osbuild design decision.
    3. Should bib get --in-vm back, or should its README drop the "Rootless" section? Upstream has to decide.
    4. Scope: the work is in osbuild/osbuild and osbuild/image-builder. Agent runs would need bounds that allow those repos before an implement plan could name them.

The workaround (root image-builder inside bcvk ephemeral) still holds, and the issue is not blocking. I'd keep it open until upstream answers questions 1 and 2 on image-builder#2425.

No plan: this still needs a decision from @cgwalters. Nothing upstream has changed since the 22 Oct triage, so I am not posting an implement plan.

What I checked on 24 Oct: no commit to cmd/image-builder/main.go since 22 Oct, so InVm is still ["image"]. The only osbuild/osbuild commit since then is a post-release version bump. image-builder#2425 is still open with no activity since July, and osbuild#2575 is still closed unmerged. I did not re-run the repro: this sandbox has no KVM and no rootless podman.

A plan can't be written yet for two reasons. The fix is in osbuild/osbuild and osbuild/image-builder, which are outside the current run bounds. And it depends on a design choice upstream has shelved: how the bootc build pipeline can run in the VM when it is the thing that produces the VM's build root (the HostTree error).

The decision is still the one from the earlier comments: (a) accept the one-time root osbuild-add-selinux-labels step, widen the bounds to the osbuild repos and plan the in-VM build pipeline plus the bib --in-vm fix; (b) comment on image-builder#2425 and wait for upstream; or (c) close as not planned, since the bcvk ephemeral workaround covers the examples test. I recommend (c), or (b) if you want it tracked. Leaving the issue open as asked.

No plan; this still needs a decision from @cgwalters. Nothing upstream has changed since the 24 Oct triage, and this is the fourth triage to reach the same answer, so the board will keep asking until someone picks an option.

Checked on 25 Oct: no commit to cmd/image-builder/main.go since 24 Oct, so InVm is still ["image"]. osbuild/osbuild has no commits since then. image-builder#2425 is still open, with no activity since 10 Jul. osbuild#2575 is still closed unmerged. I did not re-run the repro, because this sandbox has no KVM and no rootless podman.

No implement plan can be written because the fix lives in osbuild/osbuild and osbuild/image-builder, which are outside the run bounds. It also depends on an upstream design that has been shelved: how to run the bootc build pipeline in the VM when that pipeline is what produces the VM's build root (the HostTree error).

The options are the same as before. (a) Accept the one-time root osbuild-add-selinux-labels step, widen the bounds to the osbuild repos, and plan the in-VM build pipeline plus the bib --in-vm fix. (b) Comment on image-builder#2425 and wait for upstream. (c) Close as not planned, since the bcvk ephemeral workaround covers the examples test. I recommend (c). If you want it tracked, (b), and in that case the board should stop re-queuing triage for it.

Question for the operator (from the audit of the needs-human queue): Rootless image-builder: (c) close as not planned (bcvk workaround, recommended), (b) comment upstream on image-builder#2425 and wait, or (a) widen bounds to osbuild and plan the work?

The upstream design is shelved, and bcvk works around it.
