notifications for reactions

Reactions don't notify post owners currently, but this seems like useful feedback to have. While some reaction types (like "dangerous") require comments and those comments would produce notifications, communities can define new reactions that might also call for action, and anyway, it's useful to know that your answer worked or that someone thinks your answer is outdated.

When a reaction is added with a comment, would you want only the reaction notification, only the comment notification, or both?

While a single notification would be nice, that's probably a little complicated. Two notifications would be fine; they'll be delivered together so shouldn't be too burdensome for the user to clear.
