Improve information gathered by sending messages without reference as escalation

Ping pong should try sending ping/pong messages with a reference and if it fails, try sending a message without reference. That way the process can identifiy problems with higher granularity, e.g. differentiating 403 errors: ping not installed vs failed reference resolution
