Automated nightly regeneration of tend's workflow files. A new tend release landed since this PR was opened, so the action refs advance another step.

tend version: 0.1.6 → 0.1.8

Notable changes:

Heads up: the Standalone Smoketest check on this PR is red, but it's unrelated to the workflow-ref bump here. The runner's Node 22.x line advanced past the package.json pin (22.22.3), so build.rs's exact-version check fails the smoketest on every current PR. #174 fixes that by driving setup-node from the pin. Once that lands on main, refreshing this branch will clear the check.
