Adds attributed topology and outcome accounting without granting execution authority. The receiver now supports bounded Topograph/DRA replay, durable TLS Node/ResourceSlice/ResourceClaim list/watch projection, accepted-token/task and training-target energy/cost accounting, and qualified Linux journal and credential-file handling.

Watch loss, expired versions, UID conflicts, partial lists, oversized batches and restart require resynchronization. Missing or incomplete energy stays unknown. Device, host and facility boundaries remain explicit. CI installs the version declared by the package.

Validation: 766 receiver tests with zero skips on Darwin arm64 and Linux arm64; native interoperability checks, Go race suite and vet; local TLS, process-kill, concurrent-writer and ACL tests. Local benchmarks cover 10,000 nodes and 1,024-event bursts. These are engineering checks, not independent acceptance or hardware qualification.

This draft contains only the delta above the existing delivery branch. Keep both review baselines intact; merging remains gated on findings disposition and exact-candidate acceptance. No datasets, private integration manifest, credentials or distribution archive are included.
