Currently, we unconditionally bake in all Terminus color schemes into our generated style.css regardless of whether extra.color_scheme_switcher is set to true or not. If the dynamic theme switcher isn't enabled in the site configuration, this is incredibly wasteful. Ideally, if the site configuration doesn't turn on dynamic color scheme switching, the generated style.css should only include the CSS variables for only one color scheme.
