Relates to #505

## What/Why

Remove "major", "minor", and "patch" from version-resolver so only
human-applied labels (breaking, feature, fix, etc.) decide the next
version. Dependabot adds these labels whenever they exist in the repo,
and release-drafter resolves the version from every PR merged since the
last release, so one Dependabot major bump could force a major release.

## Proof it works

`yq '.version-resolver'` parses the file and shows only human labels
under each level. release-drafter behavior is not exercised until the
next labeled merge.

## Risk

Low. Config-only change. A maintainer who used "major"/"minor"/"patch"
by hand to force a bump must now use "breaking"/"feature"/"fix".

## AI role

Claude Opus 5.5 diagnosed the issue and made the edit. Jason reviewed
the approach and the diff.

## Review focus

Confirm nobody relies on the "major"/"minor"/"patch" labels manually
to steer releases.
