Why:
The Runner scale sets page says scale sets "can only have one label assigned to them". Since Actions Runner Controller 0.14.0, a scale set can carry multiple labels, and the Actions Runner Controller page already says: "You can also assign multiple labels to a scale set to enable more flexible job routing."
