Included in merged #13 with the certifi 2026.10.19 update and a fix for CI attempting authenticated live tests without credentials. CI passes. |

Update certifi to 2026.10.19 to remove trust in the compromised eMudhra/emSign certificate chain (GHSA-6q48-6c7w-9gw2).
Validated the dependency lock with
uv lock --checkand installed the locked project, confirming certifi 2026.10.19 imports successfully. Package metadata and hashes come from the package resolver.Existing environments and container images must be rebuilt or updated after merge.
