Prepare v1.3.8 with the dependency maintenance and security fixes merged since v1.3.7. Update the package version, lockfile root versions, and browser title consistently.
Validated with Node 24.20.0 and npm 11.19.0: clean installation, zero audit vulnerabilities, lint, and both offline and web production builds. After CI passes, tag the merged commit as v1.3.8 to publish the offline ZIP through the existing release workflow.
