Refactor BOM to support artifact and dependency separation

1. Add a jaxb-tools-artifacts-bom (includes only artifacts from our project)
2. Add a jaxb-tools-deps-bom (includes only things jaxb-tools depends on)
3. Update jaxb-tools-bom to import those boms
